摘要
在京津冀一体化的背景下,雄安新区承接北京非首都功能的体制机制问题既是客观存在,又必须在新区的建设过程中解决。本文从开发建设、智慧生活和绿色生态三个方面分析雄安新区承接北京非首都功能中的体制机制问题,阐述解决新区体制机制问题的对策。
In the process of promoting the development of Beijing-Tianjin-Hebei city cluster,problems concerning system and mechanism of transferring Beijing’s non-capital functions to Xiongan New Area actually exist,which need to be solved amid construction of the new area.This paper analyzes systematic and mechanical issues of undertaking non-essential capital city functions from three aspects,including development and construction,smart life and green ecology.At the same time,countermeasures to these problems are also spelt out.
