摘要
技能短缺是珠三角地区产业转型升级的现实掣肘。本文利用广东南海雇主-雇员匹配调查数据,运用OLS与Logit回归模型分析技术工人在职培训现状与其影响成因。结果显示,工作职称对在职培训获得具有显著的正向影响,相比于管理者,技能人员获得在职培训机会更低。企业层面上,用工成本上涨降低在职培训供给能力,挤出在职培训空间;而技工离职行为导致在职培训投资激励不足,削弱企业培训投入意愿。从雇员层面上,可培训性影响员工在职培训获得,受教育程度越高,其获得培训可能性越大。因此应在于加强企业减税降负,扩宽技工职业发展空间,构筑联合培训体系以推动地区产业转型升级。
The lack of the skilled has become the constraint to the transformation and upgrading of industry development in the Pearl River Delta region.Applying the dataset of employer-employee matched survey in Nanhai District,Guangdong Province,this paper uses OLS and Logit regression to explore determinants of on-the-job training among the skilled.The results show that job titles have a significant effect on the acquisition of on-the-job training,and skilled workers have lower probability for on-the-job training than managers.For enterprises,with higher labor costs,enterprises may experience difficulty in supply of on-the-job training,which might squeeze out on-the-job training;while the turnover of skilled workers may weaken the incentives and willingness of on-the-job training investment.At the employee level,the trainability is positively related with the acquisition of on-the-job training.The higher the education endowment they have,more likely they are to have access to training.Therefore,it should be paid attention to strengthening tax reduction for enterprises,broadening the career development space for skilled workers,and building a joint training system to industry promotion.
