摘要
指出了在全面推进生态文明建设的新形势下,环境监测作为环境保护的依据和基础,面临环境监测质量要求日益提升、环境监测质量问题易发多发的现状;生态环境监测质量存在环境监测质量保证工作难度大、环境监测质量评价指标不明确、环境监测机构质量体系不健全、环境监测质量监督能力不充足、环境监测质量保障制度待完善等问题.从大力加强环境监测能力建设、明确环境监测质量评价指标、健全环境监测机构质量体系、提高环境监测质量监督能力、完善环境监测质量保障制度等方面提出了相应的对策与建议.
Under the new situation that the ecological civilization construction is comprehensively promoted in China,environmental monitoring considered as the gist and bases is now faced troubles that the environmental monitoring standards are more and more strict and the monitoring results are often inaccurate.Besides,the quality is not assured enough;the evaluation indexes are ambiguous;the quality system of the department is imperfect;the ability of quality supervision is insufficient,and the quality assurance system is needed to be corrected.As a result,it's suggested that the environment monitoring abilities should be strengthened;the evaluation indexes should be specific,and the quality system of the department,the ability of quality supervision,and the quality assurance system all should be improved to upgrade the ecological environment monitoring quality in China.
