摘要
随着我国的规划转型,乡村是我国国土空间规划体系的基本单元。乡村国土空间总体规划在这一时期如何应对上位规划缺位、管控内容与力度未明、规划落地性不强等问题成为规划的重点。本文通过对当前乡村规划在发展战略、空间保障与约束、目标落实、成果表达与评估制度等方面所面临的问题进行以目标为导向的乡村国土空间总体规划落地性研究,并以《白沙镇旧县村国土空间总体规划》为例,对当前乡村国土空间总体规划的编制进行探索。
With the transformation of China’s planning, the countryside is the basic unit of China’s land spatial planning system. In this period, how to deal with the absence of upper planning, the unclear content and strength of management and control, and the weak planning landing became the focus of the planning in the general planning of rural land space. In this paper, through the current rural planning in the development strategy, space security and constraints, goal implementation, results expression and evaluation system and other aspects of the problems, this paper conducts landing study on the goal-oriented rural land spatial master plan. Taking Bisha Town Jiuxian Village land space master plan as an example, this paper explores the preparation of the current rural land space master plan.
