摘要
提升并完善项目生成机制和审批制度是实现城市治理体系与治理能力现代化的有力保障。传统项目生成机制流程是部门间自下而上的"凑项目",造成了资金投放与空间开发不协同、项目建设与市民需求不匹配等一系列问题。"一张蓝图"统筹项目生成机制强调空间规划部门和财政部门的前期介入,将空间规划、资金投放和项目计划整合到一个体系。文章以重庆市南岸区作为实证研究对象,通过制作覆盖全域统一的"一张蓝图"--开展空间规划实施评估与监测—制定改善策略、措施—策划生成项目—配套保障机制的全流程设计,综合统筹空间资源配置、优化土地供应和项目建设时序,助推"一张蓝图"干到底。
Improving project generation mechanism and inspection-approval system help realize modern urban governance.Traditional project generation mechanism is collecting bottom-up reported projects,and this has resulted in mismatch between capital investment and spatial development,project construction and citizen needs etc.One blueprint integration of projects generation mechanism highlights early intervention of spatial planning department and fiscal development,so as to integrate spatial plan,capital spending,and project plan with one system.With Nan’an district as a study case,a whole process design with following steps:full coverage one blueprint,evaluation of spatial plan implementation,improvement strategies and measures,project generation,insurance mechanism and improvement,is established.The system will integrate resource configuration,land provision,and project construction procedure,and facilitate"one blueprint"implementation.
