摘要
价值工程是以产品或作业的功能分析为核心,以提高产品或作业的价值为目的,力求以最低寿命周期成本实现产品或作业使用所要求的必要功能的一项有组织的创造性活动。随着近年来价值工程理论基础研究主题日益丰富,价值工程从一个事前评价体系逐渐成为适用于项目各个阶段的综合评价体系,在节约成本、提升价值方面发挥着重要作用[1]。文章以中海油天津研发产业基地项目为例,深入分析方案比选阶段、施工图设计阶段、施工阶段中的决策过程,以电梯选型、弱电智能化、消防、桩基等几个实际案例和典型变更的形式,体现项目价值的最大化;以市政管网供暖与地热能源供暖方案的全生命周期比选,分析价值工程理论在项目中的实际应用情况。
Value Engineering refers to an organized creative activity which takes the function analysis of product or activity as the core and improves the value of product or activity as the purpose,and strives to realize the necessary function required by the use of product or activity with the lowest life cycle cost.In recent years,with the increasing enrichment of theoretical basic research topics of value engineering,it has gradually become a comprehensive evaluation system applicable to all stages of the project from a pre evaluation system,which plays an important role in cost saving and value promotion.Taking CNOOC Tianjin R&D industrial base project as an example,this paper deeply analyzes the decision-making process in the scheme comparison and selection stage,construction drawing design stage and construction stage,and reflects the maximization of the project value in the form of elevator selection,weak current intelligence,fire protection,pile foundation and other actual cases and typical changes;the life cycle ratio of municipal pipe network heating and geothermal energy heating scheme is taken the practical application of value engineering theory in this project is analyzed.
