摘要
党的十九大报告提出"坚持陆海统筹,加快建设海洋强国",在海洋强国的建设过程中,海洋生态环境的保护和建设是必不可少的,随着对海洋资源开发力度的加大,海洋生态环境中所存在的问题也逐渐显现。海洋环境问题从实质上说是治理机制问题,因此,有效的海洋生态环境"微治理"机制的形成,是将海洋环境问题碎片化、细微化的根本途径。文章通过分析海洋生态环境"微治理"机制的五大功能,明确其机制内涵并构建出开放空间参与和协同合作共建两种治理模式,通过搭建微治理平台、完善微治理保障制度和强化微治理参与度来建构其实现路径,对从基层层面完善海洋生态环境治理体系和提高海洋生态环境治理效率具有重要的现实意义和理论意义。
In the report to the 19 th National Congress of the Communist Party of China(CPC),it was proposed that"we should adhere to the overall planning of land and sea and accelerate the building of a maritime power".In the process of building a maritime power,the protection and construction of the marine ecological environment is indispensable.With the increase of the development of marine resources,the existing problems in marine ecological environment have gradually emerged.As marine environmental problems are essentially problems of governance mechanisms,the formation of an effective"micro-governance"mechanism for the marine ecosystem is a major challenge,which is a fundamental way to fragment and refine marine environmental problems by analyzing the five functions of the marine ecosystem"micro-governance"mechanism.Clarifying its institutional connotations and building two governance models,open-space participation and collaborative cooperation and co-construction,by building a micro-governance platform and improving the micro-governance guarantee system and the strengthening of micro-governance participation to construct its realization path,is helpful for improving the marine ecological environmental governance system from the grassroots level.It is of great practical and theoretical significance to the development and improvement of the efficiency of marine ecological environment management.
