摘要
受新冠肺炎疫情影响,《农村土地经营权流转管理办法》迟迟没有出台,但三权分置让农村土地流转成为可能。文章希望尽快规范农村土地流转,造福农村百姓,推动农业现代化发展。基于改革开放以来“三权分置”相关政策概述,欠发达地区农村土地流转面临许多问题,如政策失位、管理失当、操作失误、功能失效等。文章认为,落实政策、强化机制、规范操作、完善功能等路径可以为欠发达地区农村土地流转规范发展提供参考。
Influenced by COVID-19,Regulations on the Rural Land Contracting Right Transfer has been delayed,but“three separate rights”has made rural land transfer possible.In this paper,it is hoped to regulate rural land transfer as soon as possible to benefit rural people and promote the development of agricultural modernization.Based on the overview of the relevant policies of“three separate rights”since the reform and opening up,this paper points out the problems faced by rural land transfer in underdeveloped areas such as policy lack,improper management,operation errors,function failure.This paper holds that promoting the implementation of policies,strengthening the mechanism,standardizing the operation and improving the function can provide reference for the standardized development of rural land transfer in underdeveloped areas.
