摘要
教育制度供给的充分与否,取决于其满足教育行为主体实践需要的程度。"国务院30条"及省级配套文件从教师权益保护、加强教师队伍建设两个维度制定了促进民办高校教师发展的相关政策。对28个省(市、区)配套政策的比较分析表明,在探索建立公民办教师同等退休制度、强化人才引进与培养机制、推行公办高校教师到民办高校支教制度、健全民办高校教师工资增长机制等方面,还缺乏具有操作意义的制度供给。为此,需采取深化民办教育价值认知、加强国家顶层设计以及提升区域治理水平等策略,以增强地方政府的民办教育制度供给能力和满足民办高校教师发展的制度需求。
The adequacy of education system supply depends on the extent to which it meets the practical needs of educational subjects.The"Article 30 of the State Council"and the provincial supporting document have formulated relevant policies to promote the development of teachers in non-governmental institutions of higher learning from the two dimensions of protecting teachers’rights and strengthening the construction of the teaching team.A comparative analysis of the supporting policies in 28 provinces is conducted.The results show that there is a lack of operationally meaningful system supplies in exploring the establishment of an equal retirement system in public and non-governmental institutions,strengthening the talent introduction and training mechanism,implementing the system to support teachers from public universities to teach in non-governmental institutions,and improving the salary increase mechanism in non-governmental institutions of higher learning.Therefore,it is necessary to adopt strategies such as deepening the value cognition of non-governmental education,strengthening the national top-level design,and improving the level of regional governance,so as to enhance local governments’supply capacity of non-governmental education system and meet the institutional teacher development needs.
