摘要
旅游业一直是西部少数民族村寨脱贫致富、乡村社会经济发展的重要依托产业,也必将长期伴随着民族村寨乡村振兴发展的整个进程。本文在阐释乡村振兴、乡村全面振兴概念基础上,针对当前西部地区民族村寨发展面临的乡村衰落困境,提出旅游业能够促进乡村实现全面振兴是其最显著的特点,探索分析中国特色的旅游业促进西部民族村寨乡村全面振兴的道路,并按照2017年中央农村工作会议提出的“走中国特色社会主义乡村振兴道路”、2018年中央一号文件关于实施乡村振兴战略分“三步走”目标任务等一系列中央精神指导,尝试性提供旅游业促进西部民族村寨乡村全面振兴的路径选择。
The tourism industry has always been an important supporting industry for ethnic villages in western China to cast off poverty,become better off,and have rural social and economic development.And,the tourism industry also supports a long term holistic process of the revitalization and development of ethnic villages.The report of the 19th National Congress of the Communist Party of China emphasized the implementation of the Rural Revitalization Strategy.In September of 2018,the State Council issued a Strategic Plan for Rural Revitalization(2018-2022)to vigorously promote the implementation work of Rural Revitalization.In view of the plight of the underdevelopment of the western ethnic villages,it is urgent to clarify how to promote the overall revitalization of the ethnic minority areas through the development of tourism within the guidance of the strategic policy of Rural Revitalization,both in theory and practice.On the basis of illustrating the concepts of Rural Revitalization and All-round Rural Revitalization,this paper,in the light of the dilemma of current rural decline,proposes that the tourism industry can promote the all-round revitalization of rural areas,and that this is one of the most significant points for the development of ethnic villages in western China.It further explores and analyzes the path for the tourism industry promoting the all-round revitalization of western ethnic villages with Chinese characteristics.And,according to the set of the central authorities spiritual guidance from the 2017 Central Rural Work Conference,namely,“taking the path of rural revitalization of socialism with Chinese characteristics”,and the 2018 Central Document No.1 of the Central Committee of the Communist Party of China,namely,implementing the strategy of revitalizing the countryside in three steps,with the goal and task of Rural Revitalization,this paper attempts to put forward the path of choice for promoting the all-round revitalization of western ethnic villages.The main innovative points of this paper
