摘要
从国家和社会两个维度来讨论乡村权威,涉及两个方面的问题,一个是制度权威的政治逻辑是什么,另一个是社会权威的同意基础是什么。前者要讨论乡村基层党组织的政治功能与作用,后者要讨论村民自治共同体的社会政治意义。当前乡村政治整合面临的问题是,如何发挥和界定两种权威的政治社会功能及其边界。在乡村社会结构分化和意见多元的情势下,把民意纳入地方政治秩序,这是基层政治获得均衡的关键,也是把基层政治秩序维持在一个具有包容性的分歧范围内的关键。
The paper undertakes to discuss rural authority from the two dimensions of state and society,invol⁃ving two aspects:one is what is the political logic of institutional authority;the other is what is the consent ba⁃sis of social authority.The former should discuss the political function and role of rural grass⁃roots party organi⁃zations,and the latter should discuss the social and political significance of villagers'self⁃government commu⁃nity.At present,the problem of rural political integration remains how to play and define the political and so⁃cial functions of the two authorities and their boundaries.In the situation of rural social structure differentiation and diverse opinions,it is the key to bring public opinion into the local political order,which also means the key to the balance of grass⁃roots politics and to maintaining the grassroots political order within an inclusive range of differences.
