摘要
科技扶贫在精准扶贫中起着支撑引领作用。科技扶贫是一项复杂的系统工程,需要政府、企业,科技人员和科技特派员﹑贫困群体等多元主体的协同推进。通过对科技扶贫模式多元主体的调研和分析,发现科技扶贫存在政府内部协同能力不足,企业协同意愿不足,科技人员与科技特派员协同激励不足和贫困群体协同参与不足等问题。应构建多元主体协作运行机制、推进市场化科技扶贫机制、优化科技扶贫项目机制和完善贫困群体能力提升机制,建立起多元主体协同推进科技扶贫的现实路径。
scientific and technological measures play a supporting and leading role in targeted poverty alleviation,it is a complex systems engineering,need government,company,scientific and technological personnel,scientifi and technological commissioner and poor people collaborative governance,through the analysis of the muti-subject model to poverty alleviation by science and technology,there are some problems still exist,such as the lack Synerg:ability within the government,the lack Synergy willingness within the company,the lack inspiring of the scientifi and technological personnel and scientific and techno logic commissioner,poor people are not willing to take part in,and so on.It should construct the system of the muti-subject collaborative governance,accelerate the use of mar ket for poverty alleviation through science and technology,improve the ability of the poor people,optimize the pro ject of poverty alleviation,and build the approach of muti-subject collaborative governance to poverty alleviation through science and technology.
