摘要
蒙自市水田乡属于云南典型的石漠化山区,自然条件十分恶劣,发展产业基础薄弱,是云南省扶贫攻坚乡之一。蒙自市水田乡科技扶贫是将科技与扶贫工作进行全面的融合,创新的运用龙头带动、群众主体、合作社协调、资金支持、土地集中“五位一体”科技扶贫模式进行了一系列的探索与实践,有效整合利用科技产品、科技手段、科技平台进行农业生产经营,使科技在扶贫项目中发挥出更大的效益,从2012年至2017年5月,粮食产量从5117吨增加到8000吨,增长幅156.3%;经济林果从3900吨增加到16200吨,增长415.4%;农村经济总收入从5645.5万元增长到17233万元,增长305.3%;农民人均纯收入从3137元增加到6968元,上升222.1%。在推进精准扶贫的实践中,蒙自市水田乡探索出的“五位一体”科技扶贫模式体现出深入群众、提素质、育智人等特点,不仅提高了水田乡科技扶贫的效益,拓展了精准扶贫的思路和方法,而且对类似地区扶贫攻坚也具有较好借鉴和启示。
Shuitian township of Mengzi city is a typical rocky desert mountainous area in Yunnan province.Because of its poor natural conditions and weak industrial base,it is one of the key towns for poverty alleviation in Yunnan province.In the exploration and practice of promoting targeted poverty alleviation,Shuitian township comprehensively integrates science and technology with poverty alleviation.Effectively integrate and utilize scientific technological products,scientific means and scientific platforms.We have explored a“five-in-one”model of poverty alleviation through integrates science and technology,which is driven by leading forces,dominated by the masses,coordinated by cooperatives,supported by funds and concentrated on agricultural land.This mode embodies the characteristics of going deep into the masses,improving scientific quality and cultivating high cultural talents.This model not only improves the benefits of scientific and technological poverty alleviation in Shuitian township,expands the ideas and methods of targeted poverty alleviation,but also has good reference and inspiration for poverty alleviation in similar areas.
