摘要
目的探讨军队健康管理师职业发展策略,为军队制定健康政策提供参考建议。方法采用SWOT研究方法分析军队健康管理师职业发展的内部环境(优势、劣势)和外部条件(机遇、威胁)。结果促进军队健康管理职业发展的优势主要有比较完善的卫勤组织体系、军人强烈的健康需求、优秀的医学人才和丰富的院校资源;国家政策支持、健康管理师职业正规化、健康技术的发展以及军医制度改革为军队设置健康管理师职业提供机遇;但是制度机制不健全、教育体系不完善、作业环境复杂及重视程度不够等多个因素为军队健康管理师职业发展带来困难和阻力。结论发挥自身优势,设立军队健康管理师岗位,依托军医开展健康教育;完善相关政策制度,建立军队健康管理职业体系及考评机制,推动军队健康管理人才培养和健康战略实施。
Objective To explore the career development strategy of military health managers and provide reference for the military to formulate health policies.Methods The SWOT research method was used to analyze the internal environment(advantages and disadvantages)and external conditions(opportunities and threats)of the career development of military health managers.Results There are advantages of promoting the development of military health management careers such as a relatively complete military medical service organization system,strong demand of military health,excellent medical officer and rich institutional resources.National policy support,professional formalization of health managers,development of health technologies,and reform of military medical system provide opportunities for the military to set up a health management profession.However,many factors such as imperfect institutional mechanism,imperfect education system,complicated operating environment and insufficient attention have brought difficulties and obstacles to the career development of military health managers.Conclusion It is essential to give full play to its own advantages,set up military health management positions,rely on military doctors to carry out health education,improve relevant policies and systems,establish military health management professional system and evaluation mechanism,and promote military health management personnel training and health strategy implementation.
