摘要
城乡居民养老保险制度以财政补贴为核心和特色,经过十余年的改革发展,对社会整体与居民个体主观福利产生了诸多影响,表现为养老保障、收入分配、储蓄消费与参保激励等福利效应。基于底线公平、分配正义、理性选择与外部效应理论对城乡居民养老保险制度福利效应的理论机制与测评经验展开文献综述发现,学界通过多学科视角、多方法应用,系统评估制度政策效应,内容涉及水平测度、因果论证与机制分析,为制度改革发展提供了丰富的理论依据。但现有研究也还存在诸如价值判断标准缺乏,动态追踪研究较少,方法数据有待规范等问题,兼顾制度公平与效率,以整体性视角加强对制度发展演变的全程反馈,是更好发挥理论助推政策改革实践、促进制度更好发挥福利效应的关键。
The pension insurance system for urban and rural residents takes financial subsidies as the core and features.More than ten years of reform and development have had many positive impacts on the overall social welfare and individual subjective welfare,which have manifested as such welfare effects:old-age pension security,income distribution,savings consumption and insurance incentives,etc.Based on the theories of bottom-line fairness,distribution justice,rational choice and external effects,this paper conducts a literature review on the theoretical mechanism and evaluation experience of the welfare effects of the urban and rural residents'pension insurance system.It has found that the academic community systematically evaluates the effects of institutional policies through multi-disciplinary perspectives and multi-method applications involving level measurement,causal argumentation,and mechanism analysis,which provide a rich theoretical basis for institutional reform and development.However,the existing research also has problems such as lack of value judgment standards,few researches on dynamic tracking,and data and methods to be standardized.To better display the function of theory in boosting policy reform and practice,and to encourage institutions to make better use of welfare effects,the key lies in taking into account the fairness and efficiency of the system,and strengthening the full feedback on the development and evolution of the system from a holistic perspective.
