摘要
研究目的:试图从资源节约集约利用的视角对资源环境承载力内涵及其要素关联逻辑进行再认识,探讨资源环境承载力与资源节约集约的关联逻辑,揭示基于资源节约集约利用的资源环境承载力评价原理,并提出相应评价路径。研究方法:理论分析法和归纳演绎法。研究结果:(1)资源环境承载力由资源、环境、人类活动三要素构成,“社会—生态系统”的互动结果最终决定资源环境的承载能力。(2)资源环境承载力和资源节约集约利用度之间存在正相关关系,而节约集约利用水平与社会经济发展阶段和技术水平相关,具有动态性、阶段性和区域性的差异,这是释放资源环境承载力的根本原因。(3)资源节约集约视角下的承载力评价原理:宏观尺度上,可能性福利边界随着资源节约集约度的变化而变化;微观尺度上,资源节约集约边际的变化影响资源环境单元的承载能力。研究结论:基于资源节约集约视角下的资源环境承载力评价是资源环境承载力评价新的理论视野和路径选择。研究以“已耗占量—节约集约利用量—总量”的思路构建基于资源节约集约视角下的资源环境承载力评价框架,提出不同资源类型和不同空间尺度在资源节约集约视角下承载力评价可能路径,增强了资源环境承载力评价的可用性、可视性和可操作性。
The purpose of this paper is to re-recognize the connotation of resources and environment carrying capacity(RECC)and the correlation logic of its elements from the perspective of resource conservation and intensive utilization,to explore the correlation logic between RECC and resource conservation and intensive utilization,to reveal the evaluation principle of RECC based on the resource-conservation and intensive utilization,and to propose the corresponding evaluation path.The research methods include theoretical analysis and inductive deduction.The result shows that:1)the RECC is composed of three elements:resources,environment and human beings.The interaction result of“society-ecosystem”ultimately determines the RECC.2)There is a positive correlation between RECC and resource conservation and intensive utilization.However,the level of resource conservation and intensive utilization is related to the stage of social and economic development and technological capacity,featured as dynamic,periodical and regional differences,which is the fundamental reason to release the RECC.3)From the economic strand,the degree of resource conservation and intensive utilization changes the welfare boundary of the possibility on the macro level,while the marginal change of resource conservation intensive utilization affects the carrying capacity of the unit resource environment on the micro level.In conclusion,there exists a new theoretical horizon and path choice for RECC evaluation based on the resource conservation and intensive utilization perspective.The evaluation framework is constructed on the concept o“f consumption amount-intensive utilization amount-total amount”,and the possible ways of carrying capacity evaluation under different resource types and different spatial scales are proposed,which enhances the availability,visualization and maneuverability of RECC evaluation.
