摘要
自2018年起,中共中央、国务院逐步重视国土空间规划在平衡各类开发保护建设活动与社会经济发展现实矛盾间的作用。党中央和国务院先后发布了《中共中央、国务院关于统一规划体系更好发挥国家发展规划战略导向作用的意见》(中发〔2018〕44号)、《关于建立国土空间规划体系并监督实施的若干意见》等重要文件来确保国土空间规划对各专项规划的指导约束作用。然而,国内目前遗产地旅游规划的相关教学内容和体系仍未及时有效地响应国家的需求与部署。现有教学体系改革更为注重新技术手段的运用,宏观战略意义与学科指导思想的改革探索相对比较稀缺。缺乏对各遗产地现有的保护规划与国土空间专项规划矛盾的解读。现有教学体系改革应从时代新问题、国家新需求、学科新需要等宏观问题入手,将国际相关遗产地保护与旅游规划相关的公约体系与目前国内推行的国土空间规划体系打通,以符合我国实情的国土空间规划体系作为教学的指导思想与实施框架,并与国际遗产地旅游规划需求做对比,系统阐述国内遗产地旅游保护规划的关键和学科未来需求;同时发挥学生主观能动性,在充分了解保护规划体系后,自行发现现有地方遗产地保护规划存在的问题,并通过翻转课堂与老师讨论,以此保证学生对课堂教学理论与实践的融会贯通。这样才能不断提升教学效果,启发学生思考,培养符合国家需求的高素质遗产地旅游规划人才。
Since 2018,the CPC Central Committee and the State Council have gradually attached importance to the role of territorial space planning in balancing various development,protection and construction activities with the reality of social and economic development.The CPC Central Committee and the State Council have successively promulgated the Opinions of the Central Committee of the Communist Party of China and the State Council on Giving Better Play to the Guiding Role of National Development Planning in the Unified Planning System(Zhong Fa[2018]No.44),the Several Opinions on Establishing and Supervising the Implementation of National Land and Space Planning System and other important documents to ensure the guiding and restrictive role of national land and space planning in various special plans.However,the current domestic heritage tourism planning related teaching has not yet effectively respond to the needs of the country and deployment.The reform of current teaching system pays more attention to the application of new technical means,and the exploration of macro strategic significance and subject guiding ideology is relatively scarce.There is a lack of interpretation of the contradictions between the existing protection plans and the special plans for territorial space of the sites.The reform of the existing teaching system shall start with the macroproblems such as the new problems of the times,the new demands of the state and the new demands of disciplines,etc.,open up the system of conventions on the protection of relevant international heritage sites and tourism planning to the system of territorial space planning currently promoted domestically,take the territorial space planning system in line with the actual situation of our country as the guiding ideology and implementation framework for teaching,and make comparison with the demands of the international heritage site tourism planning,so as to systematically expound the key points of the domestic heritage site protection planning and the future demands
