摘要
以项目实践和调研工作为基础,从项目投资的角度介绍了采煤沉陷区治理项目的不同类型,以及具有商业价值的采煤沉陷区治理项目的特点。首次提出了采煤沉陷区治理工程属于“土地一级开发”的概念,以及采煤沉陷区治理工程应纳入“政府购买服务”范畴等观点。介绍了采煤沉陷区治理项目操作流程,并提出项目选择、交易结构设计、退出方式、二级开发等多个关键环节的风险防控应对措施。同时通过对我国在该领域的行业政策、土地政策和财政政策的详细梳理,提出了改善政策环境的建议。
Based on works of project practice and research,the author introduced different types of mining subsidence area treatment projects from the perspective of project investment and characteristics of mining subsidence area treatment projects which have commercial value,provided concept that the mining subsidence area treatment projects belong to primary land development for the first time,the mining subsidence area treatment projects should include the view of government's purchasing service and other ideas,and also introduced operation processes of mining subsidence area treatment project,indicated solutions of risk prevention in the key links of project selection,transaction structure design,exit mode,deep industrial development and so on,and provided suggestions of improving the policy environment by detailed combing the industrial policy,land policy and financial policy in this field.
