摘要
郑州—卢森堡“空中丝绸之路”横贯亚欧大陆,对推动内陆地区构建开放型经济新体制,打造全方位对外开放新格局具有重大意义。新冠疫情发生以来,郑州机场一手抓疫情防控,一手抓生产发展,确保了国际货运航线未停航、不断航,进一步凸显了郑州机场在“空中丝路”建设和河南对外开放中的引领作用。结合河南省的区位优势,分析了其在开放型经济发展中取得的成绩和存在的问题。阐述了“不靠海不沿边、一条跑道飞蓝天”的经济发展模式的作用,提出加快实现河南开放型经济和内陆开放新高地建设的路径选择。郑州—卢森堡“空中丝绸之路”正成为河南融入“一带一路”的名片,本文以郑州—卢森堡“空中丝绸之路”为典型样板,结合我国内陆地区的整体经济特性,从发展临空经济、跨境电子商务、综合保税区和航空港“区港联动”等方面探索内陆地区依托航空经济、扩大开放加快转型的路径选择。
Zhengzhou-Luxembourg"Air Silk Road"runs through Eurasia.It is of great significance to pro⁃mote the construction of a new open economic system in inland areas and to create a new pattern of all-round open⁃ing to the outside world.Since the outbreak of COVID-19,on one hand Zhengzhou airport can prevent and control the epidemic situation,on the other hand it can grasp the development of production.So it can ensure that the inter⁃national freight routes have not stopped,highlight the Zhengzhou airport in the"air silk road"construction and Henan's opening to the outside world.Based on the location advantages of Henan Province,this paper analyzes the achievements and existing problems in the development of open economy.This paper expounds the function of the economic development mode of"flying blue sky without relying on the sea and not along the edge of the sea",and puts forward the path choice for speeding up the construction of Henan open economy and inland open new high⁃land.Zhengzhou-Luxembourg"Air Silk Road"is becoming the business card of Henan's integration into"Belt and Road Initiative".At the same time,taking Zhengzhou-Luxembourg"Air Silk Road"as a typical model,combined with the overall economic characteristics of the inland areas of China,this paper explores the path choice of relying on the aviation economy and expanding the opening up and speeding up the transformation in the inland areas from the aspects of developing air economy,cross-border e-commerce,integrated bonded area and airport"area and port linkage".
