摘要
政策执行偏差会导致政策执行的非预期结果。基于对中国北方五地荒漠化防治的案例分析,探讨中国政策执行的不良偏差问题在荒漠化防治中的表现与机制。基于政策偏差程度和偏差成因两个维度构成的四象限,将荒漠化防治政策执行中的偏差归纳为四类:扭曲的地方利益观和政绩观导致的象征性执行、制度约束缺乏导致的替代性执行、政策执行素质以及创造性政策执行缺乏导致的机械性执行、目标群体参与性不足导致的抵制性执行,并提出了相应的政策执行偏差矫正对策。
Deviation of policy implementation affects the effect of policy implementation. Based on the case analysis of desertification control of five regions in northern China, the deviation in the policy implementation of desertification control in China was explored.The study finds four kinds of bad deviation of policy implementation due to various causes-the symbolic implementation caused by the distorted view of local interests and achievements, alternative implementation caused by the lack of institutional constraints, the quality of policy implementation and mechanical implementation caused by lack of creative policy implementation, and policy disconnection caused by insufficient participation of target groups, and proposes some corresponding correction countermeasures.
