摘要
[目的/意义]随着移动互联网和微信息时代的到来,政务微信成为继政务APP、政府微博之后,当前各级政府广泛采用的电子化公共服务平台。探究政务微信对公共文化服务效能的影响机制,将有助于借助数字文化资源提升服务效能。[方法/过程]基于连接供给侧与需求侧的互动机制分析架构,以深圳市南山区政务微信电子平台"南山文体通"运行模式为研究个案,探讨该平台得以实现"互联网+公共文化服务"供给模式创新、提升公共文化服务效能的内在机理。[结果/结论]研究发现,政务微信平台通过构建连接供给侧与需求侧的互动机制,有助于实现公共文化服务效能提升。然而,一旦受限于平台、公众与政府各自功能困境,三方"失耦"将会制约服务效能的提升。结合其运营实践,可以从供给端加强技术创新,在需求侧坚持精准服务,同时完善政府相关制度建设,使得政务微信在全面可靠的规章制度约束下提供服务,形成平台、政府与公众三方的"耦合"。
[Purpose/significance]With the advent of mobile Internet and micro era,government's WeChat has become the most widely used electronic public service platform after government APP and government microblog.This paper will explore the influence mechanism of Government's WeChat on the efficiency of public cultural services,so as to improve the service efficiency with the help of digital cultural resources.[Method/process]Based on the analysis framework of the interaction mechanism connecting the supply and the demand side,this paper took the operation mode of"Nanshan Cultural and Sports Styles",an electronic WeChat platform for government affairs in Nanshan district of Shenzhen,as a case study to explore the internal mechanism of realizing the innovation of the supply mode of"Internet+public cultural services"and improving the efficiency of public cultural services.[Result/conclusion]The study found that the government WeChat platform is helpful to improve the efficiency of public cultural services by building an interactive mechanism connecting the supply and the demand side.However,once limited by the platform,the public and the government's respective functional dilemma,the"decoupling"of the three parties will restrict the improvement of service efficiency.Combined with its operation practice,it can strengthen technological innovation from the supply side,and adhere to precise services on the demand side.At the same time,improving the construction of relevant government systems,so that the government can provide services under the constraints of comprehensive and reliable rules and regulations,forming the"coupling"between the platform,the government and the public.
