摘要
我国生态文明建设形势已发生根本性变化,建立与之适应的生态环保管理体系,对企业自证守法、安全运营至关重要。为此,从企业生态环保组织、制度、措施、科研、监督、保障等6个方面提出了构建新时代流域水电开发生态环保管理体系的总体思路,并在金沙江上游流域水电开发中成功应用,对推进流域"绿色水电"发展具有重要意义。
The situation of ecological civilization construction in China has changed fundamentally.It is very important for enterprises to establish an environmental protection management system that adapts to it.In this paper,the general ideas of building the ecological environmental protection management system of basin hydropower development in the new era are put forward from six aspects of the organization,system,measure,scientific research,supervision and guarantee of enterprise ecological environmental protection,and it is successfully applied in the hydropower development of the upstream basin of Jinsha River,which is of great significance for promoting the development of"Green hydropower".
