摘要
技术转移是推动技术进步与创新的重要手段之一。为明确多种技术转移途径与创新能力关系,本文从技术转移机制视角区分了市场与非市场两类转移机制,系统探究了四种技术转移途径对我国高技术产业创新能力的影响差异,揭示了市场化进程与知识产权保护制度如何通过转移机制对两者关系进行调节。通过对2009-2016年我国31省(市)高技术产业的相关数据分析发现:伴随国内整体技术水平的提升与技术市场的完善,市场机制下的技术转移途径,特别是国内技术购买,正在成为提升高技术产业创新能力的有效途径;而国外技术引进对创新能力的阶段能力作用方向并不一致。对于非市场机制下的技术转移途径,FDI会抑制高技术产业创新能力;而产学研合作对商业化能力也具有负向影响。此外,市场化进程与知识产权保护制度共同塑造了技术转移环境,高度市场化的环境有助于激发市场机制下的技术转移对创新能力的积极作用;而强知识产权保护会强化非市场机制下的技术转移与研发能力的负向关系。
In the background of open innovation,how to improve the innovation capability of hi-tech industry by adopting and utilizing external technology is a meaningful research question for China.Technology transfer as one of the most important way to gain external technology should be concerned.Majority of previous studies on this topic either focus on the role of a single technology transfer channel or focus on comparing the different channels’effects and analyzing them based on the transferred technology characteristic when explain its influence to recipient innovation capability.Thus the first kinds of studies failed to provide a holistic framework for analysis.Although the second kinds of studies provide a more overall perspective but too much attention has been put on the function of transfer object and thus ignoring the transmission mechanism between transfer subjects.To fill this gap,this paper systematically explores the effects on two-stage innovation capability of technology transfer in four channels in the perspective of transfer mechanism based on technology transfer theory and capability theory,which gives an alternative explanation for the mixed findings on this research topic.This research uses innovation production function model based on panel data from 31 regional hi-tech industries in China from year 1999 to 2016.Most data comes from the yearbook of Chinese Industry and the yearbook of Chinese hi-tech industry.Capital and Labors are treated as innovation input elements and patents application counts and sales revenue of new product are chosen as indicators of innovation output in the production function.After checking the proper form of production function in each innovation stage,the stochastic frontier analysis technique is applied to estimate two-stage innovation efficiency which is employed as proxies for innovation capability,namely R&D capability and commercialization capability.With the same technics,we also explore how four different channels of technology transfer(domestic technology purcha
