摘要
高校内部资源以权力为主线进行配置,配置方式分别是计划配置、能力配置与市场配置。"双一流"背景下高校内部资源配置体现出配置内容偏向品牌学科、配置权力倚重行政力量、配置方式追求即显效率等特征。高校内部资源优化配置的路径是:拓宽资源来源渠道,提高资源利用效率;理顺资源配置权力,协调行政学术关系;推进市场参与配置,激发资源配置活力。
The internal resources of colleges and universities are allocated with power as the main line. The allocation methods are planning allocation,capacity allocation and market allocation. Under the background of"double first-class,"the allocation of internal resources in colleges and universities reflects the following characteristics: allocation content is biased towards the brand discipline,allocation power relies heavily on the administrative force,and allocation way pursues the obvious efficiency. The ways to optimize the allocation of internal resources in colleges and universities are to broaden the sources of resources and improve the efficiency of resource utilization;to rationalize the allocation of resources and power,and coordinate administrative and academic relations;and,to promote market participation in allocation and stimulate the vitality of resource allocation.
