摘要
美国是世界上最早建立存款保险制度的国家之一,上世纪30年代经济危机爆发以来,美国大量银行机构破产倒闭,但美国政府完善了以监管当局为主导的“双重多头”监管机制,制订专门适用于银行机构的特殊法律,赋予联邦存款保险公司(FDIC)较大自主权力,建立高度市场化的处置机制。FDIC按照成本最小化原则实行特有的“五一机制”,这极大降低银行破产处置成本,提高处置效率,缩短处置时间,确保银行破产机构及时有序退出,有效维护公众信心和金融体系稳定。
The United States is one of the first countries to establish deposit insurance in the world.Since the economic crisis broke out in the 1930s,a large number of banking institutions went bankrupt.However,the U.S.government has improved the"dual multi-head"supervision mechanism led by the supervisory authority,formulate special laws specifically applicable to banking institutions,endows the Federal Deposit Insurance Corporation(FDIC)with greater autonomy,and establishes a highly market-oriented disposal mechanism.And according to the principle of cost minimization,FDIC implements a unique"Friday and Monday mechanism".This greatly reduces the cost of bank bankruptcy disposal,improves disposal efficiency,shortens disposal time,ensures the timely and orderly exit of bank bankruptcy institutions,and effectively maintains public confidence and financial system stability.
