摘要
从乡村生态环境品质化、乡村生产集约高效化、乡村人居环境健康宜居化三个维度构建中国省域乡村绿色发展指标体系,基于2011~2015年各省截面指标数据,结合TOPSIS与灰色关联系数对30省市自治区开展优选决策,利用空间自相关方法分析中国省域乡村绿色发展水平空间分布及演化特征,采用绝对收敛空间计量模型测度中国省际间乡村绿色发展指数的收敛性与趋同性。研究表明,中国乡村绿色发展水平存在区域差异,呈现东部地区向中部地区及西部地区逐步递减、梯度分布的总体发展格局,具有明显“俱乐部收敛”特征;中国省域乡村绿色发展水平存在显著空间集聚特征,且空间集聚效应不断增强,乡村绿色发展区域间差距不断扩大;省际间乡村绿色发展水平落后地区追赶发达地区速度逐步衰减,乡村绿色发展指数高水平区域与低水平区域相对差距扩大,但东中西区域内部存在不同程度收敛趋势。因此,应在巩固、提升、共享乡村绿色发展成果基础上,强化区域协作,实施跨行政区的乡村“三生”环境协同治理目标管理,不断缩小乡村绿色发展的区域差异。
The indicator system of China's provincial rural green development was constructed from the three dimensions of qualities of rural ecological environment,organic greening of rural production and healthy and livable rural residential environment.The analysis of the spatial distribution and evolution characteristics of China's provincial green development level was based on the index data of the sections of provinces from 2011 to 2015.It also combined with TOPSIS and Gray Correlation Coefficient that made scientific optimization decisions for 30 provinces,municipalities and autonomous regions,and used the spatial auto-correlation method.Meanwhile,it adopted the absolute convergence spatial measurement model to measure the convergence and convergence of the inter-provincial rural green development index in China.The results showed that there were regional differences in the level of green development in China's rural areas that presented the overall development pattern gradually declined and made gradient distribution from the eastern region to the central region then to western region,with obvious characteristics of"club convergence".The green development level of China's provincial villages existed significant spatial agglomeration characteristics,and spatial agglomeration effects continued to increase.Gaps of rural green development were expanding in the region.Backward regions of the inter-provincial rural green development were catching up with developed regions,but the velocity was gradually decaying.The relative difference was expanding between the regions of rural green development index high level and the lowlevel,but there were different degrees of convergence within the Eastern,Central and Western regions.Therefore,on the basis of consolidating,promoting and sharing the achievements of rural green development.Regional cooperation should be strengthened,the target management of rural"three living"environmental coordinated governance across administrative regions should be implemented,and then the regional
