摘要
新型冠状病毒肺炎疫情防控极大地凸显出把健康融入所有政策的必要性、紧迫性。政策议程是政策制定实施过程中最重要的关键环节,把健康融入政策议程有助于提高健康保障的及时性和科学化水平。结合此次疫情防控情况和国外做法经验,全面分析把健康融入政策议程的影响因素,并从机构改革、制度供给、机制创新、理念培养、法治保障等方面进行路径选择。
The prevention and control of COVID-19 outbreak has highlighted the necessity and urgency of inte-grating health into all policies.Agenda is the most important key link of policy implementation,and integrating health into all policies can help to improve the timely and scientific level of health insurance.Through combining with the situation of the epidemic prevention and control and foreign practices,the factors influencing the integration of health into the policy agenda are analyzed,and path is selected from the institutional reform,system supply,mecha-nism innovation,concept training,rule of law and other aspects.
