摘要
"健康融入所有政策"是WHO提出的一项基本卫生政策,要求各国在制定公共政策时系统地考虑可能带来的健康后果。本文作者利用在加州大学圣地亚哥分校访学期间,对"健康融入所有政策"的内涵要求和价值取向进行分析,对卫生计生监督现有的政策和工作要求进行了梳理,并对其面临的价值选择、监管模式、监管策略等现实困境进行了剖析。作者认为,卫生计生监督要适应综合监管的总体要求,在监管机制、模式等方面有所突破,在现有的政策和体制框架下,借鉴"健康融入所有政策"的价值内涵和策略,是一种可行的现实选择。
“Health in All Policies”is a basic health policy proposed by WHO.It requires countries to consider possi?ble health consequences systematically,when they formulate public policies.This paper analyzes the connotation and value orientation of“Health in All Policies”,lists the existing policy and work requirements of health regulation.The paper ana?lyzes the value dilemma and mode choice faced by health supervision at the same time.The author considers that health su?pervision should not only meet the requirements of comprehensive supervision,but also make a breakthrough in the key ar?eas.Under the existing policy and institutional framework,we should refer to the value connotation and specific strategies of“Health in All Policies”
