摘要
人才竞争的内涵包括人才开发和人才保护,当前对人才开发的研究较多,但对人才保护的研究不足。在对当前我国科技人才保护的研究及其实践梳理的基础上,重新对科技人才保护理念的内涵加以厘定,认为科技人才保护是个多维度、多阶段的概念。基于现实,我国的科技人才保护需要加紧从第二阶段即重视对人才经济权的保护向第三阶段即注重对人才身心健康保护转变。基于多维角度,分析了当前我国科技人才保护工作的不足,并在此基础上提出完善我国科技人才保护政策的意见和建议。
The connotation of talent competition includes talent development and talent protection.At present,there are many researches on the former,but the research on the latter is insufficient.Based on the review of the current studies and practice of the protection of scientific and technological talents(STT),this paper re-defines the connotation of STT protection,and believes that it is a multi-dimension and multi-stage concept.The current protection of STT in China should be changing from the second stage to the third stage,which means from focusing on the protection of economic rights to focusing on the protection of physical and mental health,based on the realities.Additionally,it analyzes the current deficiencies of STT protection in China from the multi-dimensional perspective,and puts forward the improved opinions and suggestions.
