摘要
论文以新加坡为例,探讨了"海禁"既开后,晚清政府对海外华侨认知的转变和逐渐推动对海外侨民管理工作的努力。其中包括清廷向海外侨民颁授《时宪书》、出台《大清国籍条例》与户口统计政策、派兵舰巡阅新加坡等地、对海外侨民给予保护以及吸收海外侨民赈济捐输和封赠赏赐的常规化等。这些措施增进了双方的互动和海外侨民的向心力,促进了晚晴政府新型的"国家—侨民"思维模式的建立。
Using Singapore as an example,this paper discusses the late Qing government’s policy changes and achievements with regard to its governance of the overseas Chinese.With the end of"maritime ban",the Qing government modernized its attitude towards overseas Chinese in various ways such as issuing the National Lunar Calendar and the Nationality Act,including overseas Chinese in the census survey,and dispatching warships to inspect and protect"Our Expatriates".In addition,the Qing government also introduced a"donation—honor title granted"model to elite overseas Chinese to strengthen its connection to them.These measures enhanced the interaction between the two sides and overseas Chinese clinging to the Qing government,and promoted the establishment of a new"nationality-diaspora"paradigm of thinking.
