新常态下我国教育资源配置改革的特点、挑战与应对 被引量:9

The Characteristics,Challenge and Solutions in China’s Educational Resource Allocation Reform During the Economic New Normal Stage

摘要 现阶段,我国在深化教育资源配置改革上面临着政府占有绝对控制地位,增量投入为主,结构调整为辅,缺乏教育经费增长长效机制等诸多瓶颈和障碍。随着中国经济步入新常态阶段,教育资源配置改革的新特点体现为:以改革促发展,盘活、用好现有资源将成为教育资源配置的重点任务;将具有更加广泛的微观性,应对各方利益主体对公平性的高诉求;以"存量调整"为主、"增量创新"为辅的资源配置改革复杂性高,不易形成共识。因此,新常态下政府配置教育资源的方式应侧重于以下几个方面:第一,坚持政府在教育资源配置中的主导作用,明确并完善职责和职能,加强教育资源投入与管理;第二,充分发挥市场在资源配置中的决定性作用,转变教育资源配置理念;第三,积极引入市场竞争机制,提高教育资源配置效率;第四,树立协同合作意识,实现教育资源配置利益最大化。 At the current stage, China is facing many bottlenecks and obstacles in the deepening reform of educational resource allocation: government’s absolute control, incremental investment as the main structural adjustment measure,and lack of a long-term mechanism for education funding growth. As China ’s economy enters a new normal stage,the educational resource allocation reform presents some new characteristics.The first is promoting development via reforming,revitalizing,and capitalizing on existing resources as the primary task of education resource allocation.The second is a broader microscopic nature and the need to respond to stakeholders of all parties with high demands for fairness.The third is the resource allocation reform,which is mainly based on "stock adjustment" and is supplemented by "incremental innovation" as complicated ideas difficult to form consensus upon. Therefore, the following aspects are worthy of attention in educational resource allocation by government actions.First,adhere to the leading role of the government in the allocation of educational resources,clarify and improve responsibilities and functions,and strengthen the investment and management of educational resources.Second,give full play to the decisive role of the market in the allocation of resources and transform education and the concept of resource allocation. Third, actively introduce market competition mechanisms to improve the efficiency of educational resource allocation. Fourth, establish a sense of collaboration and cooperation to maximize the benefits of educational resource allocation.
