摘要
"中老命运共同体"是中国以"命运共同体"理念审视与老挝关系历史与未来的结果。中老两国间不仅存在大量的共有历史记忆和宗教文化习俗,且经济相互依赖,安全合作领域广泛,具有共建周边命运共同体的基础。中老应兼顾两国利益诉求和主要关切,遵循由易到难、循序渐进的原则,共担责任,共同努力,通过共建中老经济、政治、以卫生健康和水资源为重点的安全、社会文化共同体,最终实现中老命运共同体的构建,并推动其可持续发展,把中老命运共同体建设成为周边命运共同体的典范。
Proposing to jointly build the"China-Laos Community with a Shared Future"has resulted from China’s assessment of its historical and future relations with Laos in the context of its concept of community with a shared future.China and Laos are not only close to each other geographically,but also have intimate human-to-human ties.Both countries are socialist countries with similar social systems and political ideology.There are abundant shared historical memories as well as religious and cultural customs existing between them,in addition to economic interdependency and broad cooperation in security,which have lain the basis for them to jointly build a neighborly community with a shared future.China and Laos should accommodate each other’s national interests and concerns,follow the"from easy to difficult"and"step by step"approach,share the responsibilities,and make joint efforts to achieve the objective of building a community with a shared future between them in the end through jointly building an economic,political,social and cultural community with emphasis on public health and water resource security first.In such a process,both countries should also attach importance to ecological and environmental conservation,and ensure sustainable development of the China-Laos community with a shared future in order to set an example for the neighborhood.
