摘要
目的构建以学科发展为导向的专科医院科室科研绩效评价指标体系.方法通过文献研究和专家会议的方式,并结合强专科、小综合的战略目标,初步形成科研绩效评价指标框架;采用德尔菲法进行两轮问卷调查,得到专家对每一个指标的重要性评分,确定指标体系内容;最后运用层次分析法计算各个指标的权重系数.结果两轮专家调查问卷回收率均达到95%,且权威系数分别为0.75和0.76,研究结果可靠.两轮调查各层级指标的协调系数均大于0.1,经显著性检验,P值均小于0.05,专家意见协调性较好.最终我们在学科发展导向下形成一套三级科研绩效评价体系,包含3个一级指标、20个二级指标和56个三级指标.结论依据科学理论构建了科研绩效评价指标体系,并结合专科医院特色设置学科发展等相关指标,具有科学性与可操作性,对引导科研发展和学科提升具有实际应用价值,可以作为评估专科医院科室科研绩效的工具.
Objective To construct a scientific research performance evaluation index system for specialized hospitals based on diseiplinary development.Methods Building a preliminary evaluation index framework of scienific research performance through literature review and expert consultation meetings.combined with the strategic goals of st rengthening specialization and weakening generalization;Delphi method was adopted to conduct two rounds questionnaires survey to collect the importance scores for each index,which confirmed the content of the index system;finally.applied the analytic hierarchy process to calculate the weight coefficient of each index.Results The responding rates of the two rounds questionnaire survey reached 95%,and the authoritative coefficients were 0.75 and 0.76,respectively.The research results were relable.The coordination cofficients of all levels of the two surveys were greater than 0.1,according to the significance testing.the P values were less than 0.05,and the expert opinions were well coordinated.Finally,we developed a three level scientific research performance evaluation system under the guidance of disciplinary development,which including 3 first level indicators.20 second-level indicators,as well as 56 third-level indicators.Conclusions A scientific research performance evaluation system was constructed based on scientific theories.This system combined relevant indicators,such as the development of special disciplinary of specialized hospitals with scientifie validity and operability.Besides,it could serve as a tool to evaluate the scientfie research performance of specialized hospitals taking into account of the practical application value for guiding scientific research developrment and disciplinary improvement.
