摘要
纵观历史,大国兴衰与技术创新联系密切。各国现阶段都在竞争申请PCT,试图在第四次工业革命中占据优势。研究主要经济体专利申请和主要新兴产业竞争力,发现掌握新一轮技术革命主导权的国家才有可能成为世界经济格局的领导者。为此,主要经济体均从国家层面制定并推进R&D和创新政策,不断完善创新体系,积极推动知识产权战略实施。在技术创新竞争态势下,中国更应该健全国家创新系统,发挥财税金融政策作用,完善政府投入方式,推动教育改革,改进科研激励机制,加强知识产权保护等。
The rise and fall of great powers is closely related to technological innovations throughout history.Countries at present stage are all competing for PCT applications, trying to gain an edge in the fourth industrial revolution. By studying the patent applications of major economies and the competitiveness of major emerging industries, it is not hard to find that only these countries that hold the leadership of the new round of technological revolution are likely to become the leader of the global economic landscape. Therefore, major economies all formulate and promote research and development and innovation policies, continually improve the development of innovation system, and actively promote the implementation of intellectual property strategy.Against the background of technological innovation competition, China should improve its national innovation system, play the role of finance and taxation polices, and optimize the method of government investment, promote educational reform, improve incentive mechanism for scientific research, and strengthen intellectual property protection, etc.
