摘要
特朗普政府在台海政策上采取更加强硬、公开的“法案突破”模式。从长远视角来看,它至少包括三个维度:首先,“法案突破”模式传递了美国台海政策转向的“昂贵”信号;其次,“法案突破”模式的主要内容和目标侧重于推动美台安全合作的常态化、规范化,为双方进一步迈向“准同盟”关系奠定法理基础;其三,“法案突破”模式逐渐对美台安全合作产生指引效应,强化了双方军事交流。当然,从短期视角来看,“法案突破”模式也可以形成一种策略性的压力杠杆,对当前的中美贸易争端施压某种影响。加强对美国涉台“法案突破”模式的关注和研究,有助于我们更深入的理解美国台海政策的背后目标和美台合作的方式。
The Trump administration has launched a more rigid and open legalization process on Taiwan Strait policies.From a long-term perspective,it includes at least three dimensions:first,the process conveys the“expensive”signal of the U.S.cross-Strait policy shift;second,the main content and goal of the Model focuses on promoting the normalization and standardization of cooperation on US-Taiwan security which lay a legal foundation for the two sides to further move towards a“quasi-alliance”relationship.Third,the process gradually has a guiding effect on US-Taiwan security cooperation and strengthened military exchanges between the two sides.Of course,from a short-term perspective,the process can also form a strategic pressure lever,exerting some influence on the current Sino-US trade disputes.Strengthening our attention and research on the legalization of the United States in relation to Taiwan will help us to better understand the goals behind the U.S.Taiwan Straits policy and the ways in which the United States and Taiwan cooperate.
