摘要
党的十九届四中全会首次提出增强国有经济创新力,是中国特色社会主义政治经济学的又一理论创新,对当前国有企业改革发展具有重大理论和现实意义。增强国有经济创新力关键在于增强国有企业创新力,作为适应社会化大生产要求的一种先进生产组织方式和国家意志与全民利益的代表,国有企业天然具有创新的功能与使命,具有解放和发展生产力、实现国家创新战略的内在需求与动力。经过70年的改革发展与积累,我国国有企业越来越有条件、有能力发挥科技创新骨干带动作用,在增强我国经济创新力和竞争力中发挥关键作用。在不断增强创新力基础上更好地发挥创新功能,当前形势下是国有企业做强做优做大和促进我国经济高质量发展、应对逆全球化挑战的关键。为此,要进一步完善中国特色现代国有企业制度,提高国有企业治理体系和治理能力现代化水平,充分发挥国有企业家作用,增强其创新的使命感、责任感和动力。
The Fourth Plenary Session of the 19 th Central Committee of the Communist Party of China proposed for the first time that improvement of state-owned economy’s innovation ability is another theoretical innovation of the socialist political economics with Chinese characteristics,and it has great theoretical and practical significance for current development of state-owned enterprise reform.The key for improvement of state-owned economy’s innovation ability lies in improving the innovation ability of state-owned enterprises.As an advanced production mode meeting the requirements of socialized mass production and representative of the state will and interests of the whole people,state-owned enterprises have the inherent function and mission of innovation,and the internal demand and motivation for liberating and developing productive forces and realizing the state innovation strategy.After 70 years of reform development and accumulation,Chinese state-owned enterprises are becoming more and more qualified and capable to play their leading role as scientific and innovation innovation backbones,and play a key role in improving China’s economic innovation ability and competitiveness.Under current circumstances,to promote China’s high-quality economic development and respond to challenges of counter-globalization,it is critical to make state-owned enterprises stronger,better and larger.To this end,it is necessary to further improve the modern state-owned enterprise system with Chinese characteristics,enhance the level of state-owned enterprises’ governance systems and capabilities,and give fully play to the role of entrepreneurs of state-owned enterprises and their sense of mission,sense of responsibility and motivation to conduct innovation.
