摘要
清洁供暖是重大的民生工程、民心工程,是打赢蓝天保卫战的重要手段。推进清洁供暖工程需要因地适宜,结合各地特点和经济能力,立足本地资源禀赋、经济实力、基础设施条件以及环境容量等要求。该文调研了西北地区清洁供暖的发展情况及政策现状,包括供暖现状、电价政策、市场化交易、政府补贴政策等,然后建立了政策市场的方案设计与效益测算的基本模型。据此,分析了西北地区清洁供暖发展现状中存在的问题和挑战,给出了一些措施和建议,为西北地区未来开展清洁供暖工程提供支持。
Clean heating supply project is a major livelihood and popular project and is also an important way to ensure greater achievements in air pollution control.However,to promote clean heating projects,it is necessary to adapt to local conditions and economic access,fully learning local resource distributions,economic strengths,infrastructure conditions and environmental capacities.This paper investigated the development and policy status of clean heating supply in Northwest China,including heating supply status,electricity price policy,market transactions,government subsidy policy,and etc.Then the basic model of scheme design and benefit calculation of policy and market was established.Accordingly,the problems and challenges in the development of clean heating supply in Northwest China were analyzed,and some measures and suggestions were given to support the future development of clean heating supply projects in Northwest China.
