摘要
深度贫困区是脱贫攻坚的主战场,而脆弱性则是影响这一地区农户贫困的关键因子。为此,基于农户微观视角,采用预期贫困的脆弱性测度法、夏普里值分解法,选择典型内陆干旱区宁夏沙坡头区进行调查研究。结果表明,在2300元和3140元两条贫困标准下,农户的脆弱性均值分别为18.49%、22.11%;区域整体上脆弱性农户呈现人力资本不足、经济负担重、再生产能力弱、负债重、风险厌恶以及遭受突发性疾病病人、建房、冰冻(雪灾)冲击较高的特征,其中突发性疾病病人冲击是造成农户脆弱性增加及其差异的最大贡献因素;具有少数民族、生态移民特征的鸣沙村农户脆弱性较高,且影响因素向家庭特征层面聚集。最后就如何基于脆弱性视角提升农户脱贫能力提出了几点政策建议。
Deep poverty-stricken regions were considered as the main battlefield for poverty alleviation,and the vulnerability is a key factor to affect farmers’poverty.In view of it,an empirical research was conducted with the method of the vulnerability as expected poverty measure,and the Shapley value decomposition in the typical inland arid regions of Shapotou,a county of Ningxia Hui Autonomous Region.The results showed that the mean value of vulnerability was 18.49%under the national poverty line of 2300 RMB,and the other mean value of vulnerability was 22.11%under the Ningxia poverty line of 3140 RMB.From the view of whole region,the vulnerable households were typical of a low human capital,the heavy economic burden,the weak re-production capacity,the heavy debts and risk aversion,tending to suffer from shocks of sudden illness as well as building and freezing(snowstorm).Among these factors,the sudden disease shock was the important factors increasing the vulnerability of farmers.However,the factor of a sudden disease shocks has the biggest contributor to the difference in the vulnerability of farmers.In addition,the vulnerability of farmers in Mingsha village with the characteristics of ethnic minorities and ecological migration is higher,and the influencing factors gather to the level of family characteristics.The study also put forward several countermeasures on how to improve the farmers’ability to poverty alleviation based on a vulnerability perspective.
