摘要
教育支援西藏、新疆是党中央、国务院制定的一项战略决策,事关国家发展稳定与民族地区人才培养。教育援藏、援疆的人才培养政策主要包括内高班、内初班、内职班政策,少数民族预科班政策,少数民族高层次骨干人才培养政策以及非西藏生源定向西藏就业政策这四类人才培养政策。教育援藏、援疆的人才培养政策是民族教育政策的重要内容,其核心目标是构建各民族共有精神家园。各类政策彼此间目标互洽、层次各异,对于西藏、新疆形成多元立体的人才培养体系,集中体现社会主义制度优越性,加强各民族间的交往交流交融,维护国家统一和增强民族团结发挥重要作用。本文结合教育援藏、援疆的人才培养政策存在的问题,提出要以铸牢中华民族共同体意识为出发点,进一步调整政策导向;以促进各民族交往交流交融为着力点,进一步完善政策内容;以构建各民族相互嵌入式的社会结构为落脚点,进一步深化政策内涵。
Educational aid to Tibet and Xinjiang is a strategic decision made by the CPC Central Committee and the State Council,which concerns the development and stability of the country and the cultivating of professionals of all Chinese nation.The personnel educating support policies in Tibet and Xinjiang mainly include four aspects such as the policies of hinterland high school classes,junior school classes,and vocational school classes;policies of ethnic preparatory classes;policies of high-level cadres for ethnic groups;and policies of non-Tibetan students targeting to work in Tibet.It is an important part of the national education policy to support the personnel educating for Tibet and Xinjiang,which with a major goal to foster a shared spiritual home for all Chinese nation.The objectives of the different types of policies are consistent with each other at different levels.These policies play important roles in cultivating multi-dimensional professional training system in Tibet and Xinjiang,reflecting superiority of socialism;promoting interaction,communication and integration between all Chinese nation,and safeguarding national unity as well as strengthening national solidarity.Combining with the existing problems addressing the personnel educating support policies in Tibet and Xinjiang,this paper proposes to further adjust the policies orientation starting from the fostering a shared spiritual home for all Chinese nation.To further expand the coverage of policies with the focus on promoting interaction,communication and integration between all Chinese nation.In order to build an inter-ethnic social structure as the foothold,to further deepen the connotation of the policies.
