摘要 鉴于水电运行的复杂特性以及我国清洁能源的优先消纳政策要求,到目前为止尚缺乏一套切实可行的水电参与现货市场交易的技术体系。基于此,探讨了水电参与现货市场的交易模式,并提出清洁能源消纳政策下含水电的现货市场出清模型。首先在目标函数中考虑了弃水惩罚项,随着弃水罚因子的增大,发电成本也逐步变大,弃水电量逐步减小,当弃水罚因子增加到一定程度时,出清结果不再变化,此时为系统的最小弃水量;继而增加了水电的水位、库容等复杂运行约束。最后通过云南电网算例可知:该方法相应降低了来水不足的机组的中标电量,并同时增加了来水过剩的机组的中标电量,通过牺牲部分发电成本避免了弃水现象和缺水现象,更符合实际应用需求。 Due to the complexity of hydropower and the preferential consumption policy of clean energy in China,there is still a lack of a feasible technical system of hydropower participating in market transactions.Based on this,this paper discusses the trading mode of hydropower participating in the spot market,and proposes a market clearing model to promote large-scale hydropower consumption.The model firstly considers the penalty term of water abandonment in the objective function.With the increase of the penalty factors of water abandonment,the power generation cost enlarges gradually and the power consumption of water abandonment decreases gradually.When the penalty factors of water abandonment increase to a certain degree and the clearing result dose not change any more,the water abandonment volume of the system is the minimum.Afterwards,complicated operation constraints such as water level and storage capacity of the hydropower are increased.Finally,the example of Yunnan power grid shows that this method reduces the bid winning power of the units with insufficient water supply and increases the bid winning power with excess water by considering the penalty factors of abandoned water and hydropower operation constraints.By sacrificing part of the generation cost,the phenomena of water abandonment and water shortage are avoided,which is more in line with the actual application requirements.
