摘要
分级诊疗政策从最初试点推行到现在全国范围内推广,除了地方政府政策创新之外还离不开中央政府的强烈推广.运用政策扩散理论和卢因三阶段理论(政策初次解冻、政策强制变革和政策再次解冻)并结合政策试点分析分级诊疗政策整个扩散过程,由此得出分级诊政策扩散的时间和空间特征、政策扩散应由试点全面展开、分级诊疗政策扩散过程中中央政府占主导地位以及发挥地方政府主动性的重要性.
Hierarchical diagnosis and treatment policy has been promoted from the initial pilot to the present nationwide promotion.In addition to local government policy innovation,it is inseparable from the strong promotion of the central government.Through using the policy diffusion theory and Luin’s three-stage theory(first thawing of policies,mandatory policy reform and policy thawing),and combining with policy pilots,the entire diffusion process of hierarchical diagnosis and treatment policies was analyzed,and the time and spatial characteristics and policies of hierarchical diagnosis policy diffusion were obtained.The spread should be based on the full implementation of the pilot,the central government’s dominant position in the process of hierarchical the diagnosis and treatment policy,and the importance of playing the role of the local government’s initiative.
