摘要
"一带一路"倡议提出与推进之时,正是全球气候治理深度调整的关键时期。在全球气候治理的新形势下,"一带一路"建设的具体行动面临现实问题。"一带一路"倡议提出以来,中国就特别强调,项目建设注重可持续发展理念,把中国和沿线国家的气候治理目标连接在一起。在《巴黎协定》的框架下推动绿色"一带一路"建设,就要按照全球气候治理的目标和要求规范"一带一路"建设,把绿色"一带一路"打造成为落实全球气候治理目标的重要平台。将全球气候治理融入绿色"一带一路"建设的目标包括:推动中国和沿线国家完成国家自主贡献的目标,加大后续的国家自主贡献力度,缩小全球排放差距,增强适应能力,推动低碳发展。中国必须强化在绿色"一带一路"建设中的气候责任,在实践中,应把全球气候治理目标和行动纳入"一带一路"建设组织领导机构的职责,在"一带一路"建设的重点合作领域融入全球气候治理目标,加强"一带一路"建设机制与全球气候治理机制的对接。
It is a critical period that "the Belt and Road"Initiative is being proposed and promoted,in which global climate governance is undergoing in-depth adjustment. Under the new situation of global climate governance,concrete actions for the construction of the Belt and Road Initiative are facing practical problems. Since the launch of the Belt and Road Initiative,China has placed special emphasis on the concept of sustainable development in project construction and linking with the other countries along the routes. To promote the construction of a green"Belt and Road"under the framework of the Paris Agreement,it is necessary to regulate the construction of the "Belt and Road"in accordance with the objectives and requirements of global climate governance,so as to make the green Belt and Road an important platform for implementing the objectives of global climate governance. The objectives of integrating global climate governance into the construction of the "Belt and Road " include: China and the countries along the routes are promoted to complete the nationally owned contribution of the green "Belt and Road". China should set targets to increase subsequent national contributions,narrow the global emissions gap,enhance its adaptive capacity and promote low-carbon development. China must strengthen its climate responsibility in the construction of a green"Belt and Road". And in practice,it should take the goals and actions of global climate governance into account. China is supposed to integrate the responsibilities of the leading organizations of the Belt and Road Initiative into the global community in the key areas of cooperation in the Belt and Road Initiative Climate governance objectives and strengthen the interface between the Belt and Road construction mechanism and the global climate governance mechanism.
