摘要
在乡村振兴战略背景下,以广西M县14个乡镇为例,探讨三类乡村精英以产业实践助推城乡生产要素合理流动的行为特征,研究发现原生型精英更易拓展乡村内生动力,使城乡生产要素实现有效匹配与良性结合;回归型精英相较而言在引领乡村现代化发展,驱动城市资本、技术进入乡村方面扮演着重要角色;外来型精英则为推动乡村产业结构高级化发挥着重要作用,助推乡村产业升级。在此基础上,一方面,乡村管理者及当地村民要以更加积极开放的心态对待乡村产业发展;另一方面,政策制定应提供阶段性持续扶持,共同为精英及其产业扎根乡村,推动城乡要素平等双向流动,产业均衡布局提供保障。
Under the background of rural revitalization strategy and by taking 14 townships of M County of Guangxi as an instance,this article has discussed the behavior characteristics of reasonable mobility of urban and rural production factors boosted through industrial practice by three kinds of rural elites.It has been found that native elites are easier to expand rural endogenous power and allow urban and rural production factors to achieve effective match-up and benign combination;that elites returning from cities,comparatively speaking,play an important role in leading rural modernization and development and driving urban capitals and technologies into rural areas;that extrinsic elites play a vital role in promoting optimization of rural industrial structure and boosting upgrade of rural industries.On this base,rural managerial personnel and local villagers shall,on the one hand,treat rural industrial development with more active and opening mindset;on the other hand,policy makers should give phased continuous support,jointly provide guarantee for the elites and their industries taking roots in rural regions,promote equal and bi-directional flow of urban and rural factors,and distribute the industries in a balanced way.
