摘要
家庭政策是社会政策体系的重要组成部分。对西方家庭政策的制度演进历程进行全面梳理发现,西方家庭政策经历了从前福利国家时期的“家庭主义”到福利国家时期的“去家庭化”,再到后福利国家时期的“再家庭化”。家庭在社会政策的视野中经历了“中心—边陲—中心”的演变过程。家庭政策的这一演进过程拥有深层的福利意涵:社会政策应具有家庭视角并将家庭作为重要的福利受惠单位;在福利过程中应关注家庭福利功能的变迁并积极维护;在福利机制上需要在关注现实家庭模式基础上进行福利政策设计;在福利目标上需注重提升和增强家庭的生存和发展能力。西方家庭政策改革历程中所展现出来的演进特点及其福利意涵对新时代中国家庭政策的改革形成了重要的启示。
Family policy is extremely important in the social policy system.A comprehensive review of the institutional evolution of Western family policy reveals that the institutional evolution of Western family policy has gone from“familyism”in the pre-welfare state period to“de-familyization”in the welfare state period,and then to“re-familyization”in the post-welfare state period.From the perspective of social policy,the family has experienced the evolution process of“center-border-center”.This evolution of family policy has deep welfare implications at the macro social policy level:social policy should have a family perspective and take the family as an important welfare beneficiary unit;in the process of welfare,we should pay attention to the changes of family welfare function and actively maintain it;on the welfare mechanism,we need to design welfare policies based on the reality of the family model;the welfare goals need to focus on enhancing the family’s ability to survive and develop.The evolutionary characteristics and welfare implications revealed in the course of Western family policy reform have formed important practical implications for the reform of Chinese family policy in the new era.
