分级诊疗背景下武汉市基层医疗机构人力调查分析 被引量:3

Investigation and Analysis of Human Resources in Grassroots Medical Institutions in Wuhan under the Background of Graded Diagnosis and Treatment

摘要 为了解武汉市基层医疗卫生机构人力配置现状及存在问题,为基层医疗推进分级诊疗提出针对性的政策建议,对武汉市部分行政区域范围内17家基层医疗机构的所有医务人员进行问卷调查,采用Epidata软件建立数据库,并应用Spss23.0进行统计分析。17家基层医疗机构共有医务人员956名,平均每家机构配置56.2人;男女比例为1:6.5;年龄主要集中在25~34岁,占总人数的33.5%;文化程度以大专和本科为主,高水平人才稀缺;职称以初级职称为主,占比45.7%;医务人员对机构的相关福利政策、工作与报酬的关系等满意度低下,绩效考核机制、晋升空间等方面存在一定的问题。国家应加大基层医疗机构的财政投入,切实保障基层医务人才的收入与待遇水平;改革基层医疗机构的绩效考核制度与晋升制度,增大机构人才队伍的发展空间与竞争力,改善基层医疗机构人才发展现状,使其更好为基层医疗服务,助力分级诊疗。 To understand the current situation and existing problems of human resources allocation in primary health care institutions in Wuhan,and to provide targeted policy recommendations for the promotion of primary medical care,a questionnaire survey was conducted among all medical staff in 17 primary medical institutions in some administrative areas of Wuhan.The database was established using Epidata software and statistical analysis performed using Spss23.0.There were 956 medical staff in 17 primary medical institutions,with an average of 56.2 people per institution;the ratio of male to female was 1:6.5;most of the staff were aged 25 to 34,accounting for 33.5% of the total staff investigated;most of the them obtained their educational degree from junior college and undergraduate school,a fact showing that high-level talents are scarce.45.7% of the staff investigated have just got junior professional title;medical staff have low satisfaction with the organization’s related welfare policies,work and compensation,performance appraisal mechanism,promotion space,etc.The country should increase the financial input of primary medical institutions,effectively protect the income and treatment level of grassroots medical personnel;reform the performance appraisal system and promotion system of grassroots medical institutions,increase the development space and competitiveness of institutional talents,and improve the current situation of the development of talents in primary health care institutions in order to enable them to provide better primary medical services and make their due contribution to graded diagnosis and treatment.
