摘要
分级诊疗制度的实施是合理配置医疗卫生资源、促进基本医疗卫生服务均等化的重要举措。在突发公共卫生事件下,由于医疗资源的紧张,民众看病难的问题尤为凸显,有序的分级诊疗可以提高民众就医的可及性和效率。笔者综述了国内外分级诊疗的实施现状和经验,分析了突发公共卫生事件下国内分级诊疗实施过程中存在的问题,在此基础上提出了相应的改进建议。
The implementation of the Hierarchical Medical System is an important initiative to rationally allocate medical and health resources and promote the equalization of basic medical and health services.In the case of public health emergencies,the problem of difficult access to medical care is particularly acute due to the tension of medical resources,and an orderly Hierarchical Medical System can improve the accessibility and efficiency of medical care for the public.The author reviews the current situation and experience of the implementation of Hierarchical Medical System at home and abroad,analyzes the problems in the implementation of a domestic Hierarchical Medical System under public health emergencies,and puts forward corresponding suggestions for improvement on this basis.
