摘要
体面劳动是国际劳工组织针对经济全球化背景下社会经济领域出现的一系列问题而提出的战略性措施,包括就业、工作权利、社会保障、社会对话四个方面。体面劳动理念与我国发展和谐劳动关系、改善民生等社会发展目标高度契合,其实现水平逐渐成为衡量地区软实力的重要指标。外商直接投资(FDI)影响到我国劳动领域的多个方面。文章利用2007~2016年30个省市的面板数据,研究了FDI对我国体面劳动的影响。在测算各省市历年体面劳动水平的基础上,采用个体固定效应模型和联立方程模型,研究发现:FDI显著提高了我国体面劳动水平,这种外溢效应在FDI密集的地方更为明显,说明FDI的外溢效果会受到FDI密集度的影响。此外,文章把FDI密集地区分为东、中、西部,发现FDI的提升作用在西部大于在中部和东部。而且,在人力资本水平较低的地区,FDI的正向外溢效应更加显著。文章还发现,FDI与地区体面劳动水平之间存在正向的反馈作用,即地区体面劳动水平也是吸引外资进入的因素之一。
Decent work is a strategic measure proposed by the International Labor Organization in order to deal with social and economic problems caused by economic globalization.It contains four dimensions:employment,rights at work,social security,and social dialogue.The philosophy of decent work closely aligns with Chinese social development objectives,such as harmonious labor relations and improving people's lives.Decent work will gradually become an important index of regional soft power.Foreign direct investment(FDI)has influenced many aspects of Chinese labor.Based on the panel data from 30 provinces in China between 2007 and 2016,this article investigates the impact of FDI on the country s decent work.Based on the measurement of 30 provinces decent work level,using the individual fixed effect model and the simultaneous equation model,this article finds that FDI significantly improves Chinese decent work level.The positive effect is stronger in the area where FDI is intensive,which shows that FDI intensity impacts the overflow effect of FDI.In addition,the authors divide the FDI intensive areas into eastern,middle and western areas,finding that the promotion effect of FDI in the west is greater than that in the middle and in the east.Moreover,the effect of FDI is stronger in the area with a lower human capital level.Finally,it is found that there is a positive feedback between FDI and decent work,which means the decent work level is also one of the factors that attract foreign investment.
