摘要
乡村振兴战略背景下返乡青壮年农民工创业动因表现在乡村振兴升级为国家战略推进返乡青壮年农民工创业、城市化进程中保障性需求促进返乡青壮年农民工农业创业及新兴科技及互联网的普及与应用提供返乡青壮年农民工创业技术支撑。青壮年农民工返乡创业引导机制不完善及创业支撑体系相对薄弱是乡村振兴战略背景下青壮年农民工返乡创业过程中存在的主要问题。实施"三位一体"精准帮扶机制、城乡统筹协调发展机制及风险防控预警及保障机制是乡村振兴战略背景下返乡青壮年农民工创业帮扶的有效机制。创新创业教育视角下的新型职业农民培育、农业供给侧结构性改革背景下创业产业引导、完善创新创业服务与激励体系建设是乡村振兴战略背景下返乡青壮年农民工创业扶持引导的重要途径。
Under the background of rural revitalization strategy,returning migrant workers’entrepreneurial motivation is reflected in the country revitalization upgraded to a national strategy which promotes returning migrant workers to start business,in the popularization and application of the emerging science and technology,protection and also in providing technical support for them.The main problems in the process of young migrant workers returning home to start their own businesses are the imperfect guidance mechanism and relatively weak entrepreneurial support system.The implementation of the"three-in-one"precise support mechanism,the urban-rural coordinated development mechanism and the risk prevention,control,early warning and guarantee mechanism are effective mechanisms to help returning young and middle-aged migrant workers to start businesses in the background of the rural revitalization strategy.Cultivation of new professional farmers from the perspective of innovation and entrepreneurship education,guidance of entrepreneurship industry under the background of agricultural supply-side structural reform,and improvement of innovation and entrepreneurship services and incentive system construction are important ways to support and guide the entrepreneurship of young and middle-aged returning migrant workers under the background of rural revitalization strategy.
