摘要
当前我国生态环境风险事件时有发生,现行环境风险管理体系侧重于应急,对防范重视不足。基于三线一单的生态环境空间管理体系可弥补现行环境风险管理体系的不足。文章对当前生态环境风险防范现状进行分析,提出新时代的空间管控手段,论述三线一单与环评体系、产业结构调整以及国土空间规划的衔接,建立基于三线一单的生态环境风险防范体系。
At present,China’s ecological and environmental risk events occur from time to time.The current environmental risk management system focuses on emergency response and pays insufficient attention to prevention.The ecological environment space management system based on three lines and one order can make up for the shortcomings of the current environmental risk management system.The article analyzes the current status of ecological environment risk prevention,proposes a new era of space management and control methods,discusses the connection between the three lines and one order and the environmental impact assessment system,industrial structure adjustment and land and space planning,and establishes an ecological environment risk prevention system based on three lines and one order.
