摘要
"三线一单"即生态保护红线、环境质量底线、资源利用上线和环境准入负面清单。通过探讨"三线一单"需解决的主要问题,结合"三线一单"试点城市实践和技术指南编制研究,明确"三线一单"以环境质量为核心、以环境分区管控为目标的内涵特征,提出环境空间数据库建设、生态环境分区管控体系构建、环境质量底线建立、资源利用上线划定、环境准入负面清单制定等重点任务与预期成果,为各地开展"三线一单"划定工作提供指导。
＂Three Lines and One List＂is the red line of ecological protection,the baseline of environmental quality,the upper limit of resource utilization,and the negative list of environmental access. Based on the study of ＂Three Lines and One List＂pilot practice and technical guidelines,this paper discussed the main problems to be solved and put forward the connotation of environmental quality and environmental space management. Five major tasks and achievements were proposed,including environmental spatial database,ecological environment zoning and control system, environmental quality baseline, resource utilization upper limit, and the negative list of environmental access. It provided the guidance for the ＂Three Lines and One List＂related work.
